In 1991, the Federal Highway Administration established the National Scenic Byways Program. This significant initiative aimed to recognize highways for their unique qualities and, importantly, to promote tourism and stimulate economic development.
While National Scenic Byways must meet only one of the six intrinsic qualities, All-American Roads must meet two. The intrinsic qualities include scenic, natural, historic, cultural, archeological, and recreational.
There are far fewer All-American Roads across the country. But these few roads include some of my favorite scenic drives in the country, like the Blue Ridge Parkway.
