Ever since the first Model T rolled off the assembly line in 1908, America has been a country built around highways. The Federal Highway Aid Act of 1916 established a national network of roads that would later become the United States Numbered Highway System. Another federal highway act signed in 1956 established the interstate highway system.
In 1991, the Federal Highway Administration established the National Scenic Byways Program. The program aimed to recognize highways based on intrinsic qualities to promote tourism and economic development. Later that year, the first National Scenic Byways and All-American Roads were established.
